HMT & Associates, Inc. was formed in 1995 by Mr. Harvey Treschow who had managed several national and international engineering firms for over 35 years. Based upon this background, Mr. Treschow took the best of what he had learned along with several of the most talented people to form this company.
This company has evolved as a leader in Civil Site Design & Land Development with over one hundred projects being completed in the Washington County area. HMT & Associates, Inc. represents twenty municipalities as their Municipal Engineers, and over twenty-five municipalities as their UCC Building Code Officials and Inspectors.
The majority of the HMT & Associates, Inc. staff has at least twenty years of expertise in their field. They are all goal oriented. That goal is to design, engineer, and construct every project in the shortest time period with quality work and most importantly, within budget.

Harvey M. Treschow, CEI

Mr. Treschow has over 45 years of engineering, design, construction and project management experience. He has managed several world wide engineering and construction firms, as well as directed and supervised multi-million dollar commercial and industrial projects in over thirty countries around the world. Mr. Treschow takes great pride in his abilities to communicate, and complete projects within their budgets and schedules.

Chalmers B. McCombs, P.E., P.L.S.
Manager of Municipal Engineering
Mr. McCombs has more than 50 years of design and engineering experience in municipal and private development project design and engineering. He is a registered Professional Engineer and Land Surveyor in the State of Pennsylvania.

Mark R. Fickley, RA., RLA
Mr. Fickley has 35 years of experience in architecture, landscape architecture and urban planning, including design, design development and construction administration. He is a licensed Architect in Pennsylvania as well as a licensed Landscape Architect in Pennsylvania, Maryland and Virginia, where he serves both residential and commercial clients.
Survey & Design Manager
Mr. Krider has more than 30 years of experience in both the fields of civil site design and land surveying. Mr. Krider is proficient in the latest civil design computer software and the latest total station and GPS system technology.

Senior Civil Engineer (Part-time)
Mr. Day has over 25 years of civil engineering and civil design experience using the latest civil 3-D software. Mr. Day is also a licensed Professional Land Surveyor in Pennsylvania. He uses this skill along with his engineering experience to perform complete site design and municipal engineering projects.
Mr. Thomas Lubanovic, PE, PLS, SE
Senior Civil Engineer (Part-time)
Mr. Lubanovic has over 30 years of civil engineering, land surveying and structural engineering experience and is licensed as a Professional Engineer in six states including Pennsylvania, Ohio, West Virginia, Florida, etc. Mr. Lubanovic combines his many talents to perform many of our municipal and county civil engineering projects.
Mary Ellen Brosick
Corporate Administration and
Building Inspection Department Coordinator
Ms. Brosick has more than 35 years of corporate administrative experience. At HMT, she serves as the Office Manager. She manages the Accounting Department, handling accounts payable and accounts receivable. Ms. Brosick also handles all administrative duties for the UCC Building Inspection Department.

Mr. Kubiak has over fifteen (15) years of civil engineering, design, and project management experience in all phases of residential and commercial site design. Mr. Kubiak also has an excellent background in environmental site development, permitting, and site construction project management. Mr. Kubiak is a graduate architect with a wealth of knowledge in construction practices.
