INVITATION FOR BIDS
The Redevelopment Authority of the County of Washington (RACW) will receive bids for the DONORA PALMER PARK ADA RESTROOM IMPROVEMENTS PROJECT NO. CD 19-07 until 11:00 A.M., prevailing time, on April 1, 2021, at its office, 100 West Beau Street, Suite 603, Washington, Pennsylvania 15301, at which time and place all bids will be publicly opened and read aloud in a virtual bid opening. To get information to participate in the virtual bid opening, please call 724-228-6875 extension 228. Contractor will be required to comply with the safety guidance issued by Governor Tom Wolf in response to COVID-19.
Bid documents are available from HMT and Associates, 130 Cecil Street, Canonsburg, PA 15317 for a non-refundable payment of $79.50 made payable to HMT and Associates (724-916-0061). Only contract documents purchased directly from HMT and Associates will be accepted.
A non-mandatory prebid meeting will be held at 2:00 PM on March 23, 2021, at the park, 1400 Palmer Park Road, Donora, PA 15033 at the concession stand next to the tennis courts.
Each bid shall be accompanied by a bid guaranty, which shall not be less than ten percent (10%) of the total amount of the bid. The form of the guaranty shall be in accordance with the type permitted under the contract documents.
Attention is called to the fact that not less than the minimum salaries and wages as set forth in the Contract Documents must be paid on this project; that the Contractor must ensure that employees and applicants for employment are not discriminated against because of their race, age, color, religion, sex, national origin, or handicap in accordance with Executive Order 11246; and that the lower income resident employment and training requirements 24 CFR 135 apply to this project.
The work to be performed under this contract is subject to the requirements of Section 3 of the Housing and Urban Development Act of 1968, as amended, 12 U.S.C. 170lu (Section 3). The purpose of Section 3 is to ensure that employment and other economic opportunities generated by HUD assistance or HUD‑assisted projects covered by Section 3, shall, to the greatest extent feasible, be directed to low and very low income persons, particularly persons who are recipients of HUD assistance for housing.
The requirements of Executive Order 11625 ‑ Minority Business Enterprise, and Executive Order 12138 ‑ Women Business Enterprise, are applicable to this project. As used in this Notice, and in the contract resulting from this solicitation, the “covered area” is the Pittsburgh Metropolitan Statistical Area (MSA) which includes the Counties of Allegheny, Beaver, Butler, Fayette, Washington and Westmoreland. All bidders are required to contact Section 3 Business concerns in the Pittsburgh MSA.
The RACW reserves the right to reject any or all bids or to waive any informality in the bidding.
Bids may be held by the RACW for a period not to exceed 45 days from the date of opening of Bids for the purpose of reviewing the Bids and investigating the qualifications of Bidders, prior to awarding of the contract.
In no event will the RACW consider a contractor as eligible if he cannot initiate the work under the contract within 15 days of the contract execution and proceed to the successful completion of the work within 45 consecutive calendar days of the Notice to Proceed.
